B | 经会议选举，刘键担任钢协第七届理事会会长(轮值)。刘键在就任讲话中提出，绿色低碳转型是钢铁行业实现高质量可持续发展的必由之路。坚持“双碳”引领，持续推进“能碳提效工程”，加快行业全面绿色转型。要继续推动钢铁剩余产能全面完成超低排放改造，继续推广应用减污降碳先进技术，持续推进钢铁环境绩效分级差异化政策支持。 据中钢协消息，截至6月底，299家企业完成或部分完成超低排放改造和评估监测。
C | 其中，272家企业全过程完成改造，涉及粗钢产能约9.24亿吨，吨钢投资约466元，吨钢运行成本约197元。与2019年相比，今年上半年，重点统计企业外排废水中化学需氧量、氨氮、悬浮物吨钢排放量同比分别下降51.4%、47.7%、73.7%，外排废气中二氧化硫、颗粒物、氮氧化物吨钢排放量同比分别下降66.5%、55.9%、60.2%。 刘键指出，要推动“能耗双控”向“碳排放双控”转变，进一步开展全行业能碳提效系统性工作。要通过节能降碳优秀技术遴选、推广、应用，促进行业碳效水平提升，全面完成国家提出的“到2028年底钢铁行业达到现行能效标杆水平的产能比例平均提高20个百分点”目标。要持续完善钢铁全产业链EPD平台建设，扩大低碳排放钢标准覆盖范围，促进与上下游产业、国际平台的互信互认。要指导企业建立碳资产管理体系，加强参与碳市场能力建设，配合生态环境部开展下一步配额分配方案及核算方法研究。
